Gocteau

How to Recruit Gocteau

After the building of HQ has begun, you start again within the redone ruins and Lian tells you there's a meeting in the Great Hall. During this meeting, Ymir introduces several people he's brought on to assist with rebuilding the ruins as a new town, starting with the recruitment of Gocteau.

Gocteau runs the Mission Guild as soon as you build it at the Drafting Studio with Iris. With the guild you can build a party to go out and search for resources to bring back to HQ. He is on the right side of the first floor of the castle.
