How to Recruit Larla

Once you've recruited both Enoe and Fume you'll need to send a guild out. If they come back with an "Epic Success" you can make your way to Eltisweiss. Inside the Inn, you will see a blonde woman at the counter. Speak with her and she will be recruited.

Larla is strictly a guild member at Gocteau's booth. She gives increased secret reward rate as a guild leader and is S tier luck, A tier physical strength and foraging, and a B tier in charisma.
